The Ontario Physiotherapy Association sounded the alarm on April 15, 2026, regarding the lack of funding for the Community Physiotherapy Clinic (CPC) Program.

The Government of Ontario notified CPC clinics that there is no increase in patient funding or program capacity for the next two years. Despite a proven track record of saving healthcare dollars, the program has been pushed to a breaking point due to chronic underfunding over the last 13 years.

Dear Premier Ford and Minister Jones,

We have been advised notified of the Ford government’s decision for a zero increase in funding for the Community Physiotherapy Clinic (CPC) program through the 2026-2028 Transfer Payment Agreement.

This is one of Ontario’s most successful health programs. For 13 years, it has reduced pressure on hospitals, saving Ontario taxpayers about $2 Bn. We estimate it saves 70,000 emergency department visits every year and reduces thousands of unnecessary trips to family doctors who are already strained.

In 13 years, CPC funding has increased 6% while the costs of delivering the care have risen more than 40%.

This puts at risk a critical program publicly funded program in ALL communities across the province.

We are frankly outraged by this decision given our expectation that this government would turn its attention to addressing long-standing health-system pressures, including appropriate funding and increasing patient access.  Instead, this extends years of overlooking real fiscal pressures felt by physiotherapists who have stepped up to serve their communities.

This will directly impact patients’ ability to access health services and further burden already-strained primary, acute, home & community, and long-term care.  This oversight conflicts with the government’s investments in primary care, increasing care accessibility, and supporting marginalized populations.  Clinics can no longer afford to participate in the Program without incurring increasing losses.

This continued chronic underfunding comes at a time of an affordability crisis and disproportionately impacts seniors and women. It signals that access does not matter for the vulnerable populations who rely on publicly funded physiotherapy.

FACTS

1. More than 80% of CPC Program benefactors are seniors – the most vulnerable members of our community.

2. The Ford government promised to end "hallway healthcare". This decision will make hallway healthcare even worse. Physiotherapy is fundamental in primary care, and access to it is necessary to prevent avoidable hospital admissions. The CPC Program reduces an estimated 70,000 visits to emergency departments annually, saving the people of Ontario more than $175 million per year. 
 
3. Since 2013, the number of seniors in Ontario has grown by 940,000. The number of available referrals has increased by 18,000.

4. Senior women are especially at risk because they are at a higher risk of preventable fractures—an avoidable burden and expense to our health-system.

5. Current provincial funding of $334 for unlimited physiotherapy treatments is unsustainable and—bluntly—penalizes physiotherapists for providing the best possible care to the most complex cases. In the past 13 years, the referral compensation has risen less than $20, while the costs of providing care have risen more than 40%.

How will Ontario patients access treatment if clinics have to withdraw from the CPC Program?

We are asking for an immediate increase in:

1. Referral (EOC) compensation from $334.38 to a range between $487.50 and $617.50 so that clinics can continue operating and providing the best possible care to Ontario’s most vulnerable citizens.  Program funding has not been maintained for 13 years, which explains the urgent and significant funding adjustment.

2. Referral (EOC) volume from 142,000 to 195,000 to reflect the very significant increase in the seniors’ population which has grown by 940,000 since 2013.  
 
This needs to be responded to immediately – by addressing program pressures, completing a program review to understand the impact of service loss and unintended consequences of your government’s decision.

As a health care provider and business owner in the community this is demoralizing at a time when pressures for health care providers to address access demands have never been higher.  Your constituents need more reliable funding and service.

CPC Program Participants & Patients Advocacy

The Ontario Physiotherapy Association has been a collaborator with the Ministry of Health since the inception of the program, as it is a key program to provide people in Ontario with essential physiotherapy programming.

Since 2013, OPA has met regularly with the Ministry of Health, and has been instrumental in making several improvements to the program, including patients being able to self-refer.
